James P. Wisecup has accepted the position as the Interim Vice Chancellor of Strategy and Strategic Engagement for the North Dakota University System. Wisecup, who goes by Phil, is a retired Navy vice admiral, a former college president and has deep experience in strategic planning and technology innovation.
“Phil is a great asset for our higher education system and our state. He brings skills, knowledge and experience of great value to our strategic efforts,” said NDUS Chancellor Mark Hagerott.
Wisecup previously served as the director of the Strategic Studies Group and Navy civilian faculty member of the U.S. Naval War College after retiring from active duty. Prior to that, Wisecup had served as Naval Inspector General, and before that, President of the Naval War College after holding several Naval commands.
Wisecup holds dual Masters of Arts degrees in National Security and Strategic Studies, and International Relations. He also holds a Bachelor of Science in International Security Affairs. He is the recipient of the Admiral James B. Stockdale Award for Inspirational Leadership, as well as the Superior Civilian Service Award from the U.S. Navy.
